It's called Double Handling. And no other country does it better than Pakistan. It's a waste of time and money. So I have no idea why employers allow it to happen.
Americans and Europeans understand the concept of working 'smarter not harder'. They understand the term 'material handling'. Unfortunately, many 3rd World countries have little regard for those terms. In these countries, labor is cheap and expendable. They don't care how many extra people are needed to produce a product. These people make very little. Just enough to survive. I endorse those manufacturing principles in developed countries with strong and stable economies. As a Westerner, I cannot compare my work values to other people in other countries. If those values were enforced, 50% of the working population will be out of a job. They would be starving to death. So you turn a blind eye, and with a smile say, Good Job and move on.

Obvious horrible working conditions aside, the level of recycling is impressive.
