No, I believe it is randomly chosen usually. So you might not always have the "discount" cards at the top. I used the mini cards numbered 1-4 that the rulebook suggested for first play. The diagram in the rulebook does show 2 on top and 2 on bottom, which could happen if you happen to shuffle all the cards and draw 2 of each!

@@DaniCha ok, i must have read it wrong i was shuffle the 2 types and picking 2 of each type and i had 2 on top and 2 on the bottom!
