He cooks it to 123 and then let’s it rest which will carry over cook at least a few more degrees and then he sears it super hot which will raise it at least another few more degrees. Now, it’s certainly a personal preference if some people like it more well done but it is definitely not raw by any stretch.
Once the rib roast is done, slice off a nice big hunk rub up the exposed sides, and give the sides a quick hard sear. You're rib roast has now yielded a perfect rib eye steak (which is how I'd rater eat it.)

Can still a reverse sear method in the oven instead of the smoker. I did it last year for NYE and am planning on doing it again because it was amazing. I slathered mine in a compound butter instead of the mix he suggests here but basic concept is the same

Horseradish is usually used for a sauce for Prime Rib.
