If you take that top nut and washer from the mount it should release the mount from the strut. You can then remove and reuse the dust cover. There is also a washer beneath the dust cover that should be moved on to the new strut, unless the new one came with one. I have seen on the forum where the strut pushes upward through the mount when people do not reuse the washer.
Sorry it took so long to respond, I don't check my comments very often, one thing to add is washers where the dust shield used to be on the new struts. The dust shield provided the washers but new struts don't include shields or washers, I just used two washers stacked per strut from the hardware store, I used the strongest grade they had, can't remember the number now. The struts have not given me any trouble so far. Hope this wasn't too late.
FYI, most Chevy Tracker parts can be cross referenced to the Suzuki Vitara and Grand Vitara. The only thing Chevy about these trucks is the bow tie on the grill and going to your local Chevy dealership for parts is futile.

Oh lord please tell me where this literally just happened on my brand new strut mounts -_- I don't know what washers you are talking about.

I had to separate them with the pipe wrench and breaker bar, and cut one off with a cut off wheel. I don't know if the 2000 model is different.
