I wonder why they just didn't get actual twins to play the role, you know, like it was done in the original version form 1950. So far, if I am not mistaken, the british movie "Twice Upon A time" from 1953 is the only foreign aka non-german adaptation of "Das doppelte Lottchen" which has actual twins instead of one actress playing both twins. Or maybe they wanted to test the technical development in this movie.

After all only one year later she starred in another Disney production, "In Search of the Castaways", another movie loosely adapted from world literature, "The Children of Captain Grant" by Jules Verne in this case. Mills was playing Mary Grant.
No he wasn't her actual uncle. Both Hayley and Susan referred to him as Uncle Walt as a term of endearment. He told them that they could call him that. In interviews Hayley also still calls him Uncle Walt to this day.

I think because the film was mainly developed as a film as part of Hayley Mills’ deal with the studio.
