If a pokemon is in the UUBL tier, that means it doesn't get enough usage in the OU tier to be considered a main part of the OU tier, but the UU tier voted it was too powerful and voted to ban it. I’m so not into competitive so maybe I’m missing something but the tier names are so weird to me like why is it overused straight to underused? Is there just a like,, used??? I see another comment saying there’s a ban list for certain Pokemon that dropped to UU because they’re too powerful for it but they’re too outclassed for OU so like?? Where do they fit in??? I dunno I’ve never understood that part 😭
OverUsed is the main tier, where most mons start off and based on their usage in that tier they will either stay or drop to the next. The names are largely arbitrary, just giving a sense of degrading power. The full list is: OverUsed UnderUsed RarelyUsed NeverUsed PU ZeroUsed Additionally each of those tiers has a smogon council that leads it, organizing tournaments and making Viability Rankings for people getting into the tier, etc, and they also handle banning pokemon that are deemed problematic from the tier (usually too strong offensively but not always just for that reason). Mons that are banned from a tier are put into that tier's BanList, like how Garchomp was recently banned from UU so it is now a UUBL mon (too good for UU but not enough usage to be in OU) Every mon can be used in any tier higher than their current one, so that same Garchomp can be used in OU still and an RU mon like Barraskewda can be used in OU, UU, or RU (and if it gets enough usage in those higher tiers it can rise up to them officially)
Thing is, most competitive pokemon memes either apply for both the games main competitive scene (aka VGC) and smogon, or is only for Smogon. There's really not many memes that only apply to VGC only, with the only recent one that comes to mind being 4 ice moves/ choice specs sheer cold articuno
