Yes, you definitely can, it will just be a slightly different finish, but will also be really cute!! If you use batting for this, I recommend the type of batting that you can pull apart that does not have a scrim in it because it will be easier to spin and smooth.

They are pretty rigid and hold their shape very well, so I wouldn’t see a need for more glue wash. Once they have totally dried you can still bend them but the cotton may get some splits in it at the bend
You're welcome! I think its just a matter of preference, you can see with my finished pieces that you can not discern what type of glue mixture that I use. My pieces are warm and still retain the fibery texture of the cotton. I like the school glue because its ready made so all you need to do is add water, it's long lasting and much more durable than a starch mixture, also it will not attract insects or other pests. People started out making their own glue with starches because that is what the had when prepared glue was not readily available. The con with the school glue is if you use too much your piece may have a "plasticy" finish, but that will not happen if you mix it with the appropriate amount of water.

Since I also teach in person, I have created online courses as well that come with supplies kits. Right now I have some kits and tutorials available in my shop, including the candy canes kit that is made to accompany this free video. There are some others that have sold out because I am currently having a “year end sale”. I will restock the sold out kits after the holidays. One of a kind pieces are available as they are finished and I announce their availability on Instagram. Once they sell out I temporarily leave some of the listings up as sort of a gallery of what has recently sold so people Who don’t use Instagram can see what I’ve been working on. This has become a common way of operating for full time artists and makers who sell online, it’s wonderful because social media and online sales platforms have provided so many options for small businesses these days.
