He was asked a direct question about whether or not she was being arrested. He failed in his duty as a police officer in not telling her.
That shits annoying when they won’t tell you you’re being arrested or what you’re being charged with.
There is absolutely no reason the officer should not answer her when she asked "Am I being arrested?" This is a very basic question that she has a right to know before being handcuffed and held like a criminal. "I'll explain it to you in a second" is not sufficient, she has a legal right to know why she is in handcuffs, being walked to an unknown location by an officer who won't say why this is happening. Particularly with a celebrity, as you can see ET and everyone picks up Stacy Dash in handcuffs. No one cares about the truth as they embarrass her.
Cops do that all the time. It's rather useless to argue with them.

You can be handcuffed & placed in their cruiser & even have your right read to you when they "detain" you while running your background & possible charges! South Florida cops (some) can be foul! Please....the only reason they let the charges get dropped is bc she's so rich. I got arrested for the same thing, except I never fought with my bf at all. We got in to a fight with a dude at a bar who slapped me bc I told him to leave me alone, but the cops still arrested me and wanted to charge me with domestic assault. The whole time my bf, the bartender at the bar, and all 4 of the people we were with that night all told the cops what had happened but they ignored all the evidence and multiple witnesses. I was the only "brown" person in a white neighborhood at a white bar. The guy who hit me was a rich white guy who owned a bunch of condos in the area. He walked away scott free. The cops searched my purse and found a small, travel size manicure kit I had and bumped the charge up to assault with a deadly weapon bc one of the manicure tools was a file, even though it had never left the case or my bag at all that night.

Notice that the officer never read her rights to her. She asks him was she being arrested, but that happened the moment he placed her in cuffs. And when he asks questions like, "Have you ever been arrested?," isn't it illegal for him to ask such questions without her knowing that anything she says could be used against her in court?

They do that to less the chance of resistance till they have you at their car. They don't wanna tell her she is under arrest fearing she would start to freak out and resist thus raising the chance for her or them to get hurt. So they walk her to the patrol car, put her in it and then tell her that yes she is in fact under arrest. That way the work of getting her in the car is done so if she freaks out now, so what.
Jay Guerrero. You're exactly right. I got pulled over by CHP over ten years ago for speeding. The officer said, "I'll be right back", then boom hands me the ticket. Never got an opportunity to ask if he would cut me a break. So when he said, "sign right here" "Its not an admission of guilt" I grabbed the ticket and said I would read what's on the ticket before I sign and he said that was okay. So I proceeded to read loud and slowly everything that was on the ticket and then I signed it. Didnt give me a break, I won't give him one either. Took like 5 minutes to read. He was pretty annoyed.

A coworker of mine is doing the same thing, and this is all based on property values being exceedingly high here in Seattle. With patience, you can find a personally managed property, that may even be willed to the current owner who doesn’t have to jack up rents to cash flow in lieu of a mortgage. That’s one reason. Another reason is if you don’t want to be tied to one location. When you calculate closing costs, inspections, listing fees, capital gains, etc., you will actually lose money if you don’t stay at the property long enough, especially in a depressed market area. Everything is a case by case basis. If there was a one-size-fits-all formula, a lot more people would be successful.
