However; many people of a nation having an "official" language of English, do not speak it, as many are not scholarized, and therefore do not learn it. Also, with regard to contractual agreements, and judicial proceedings, etc., everyday people will not understand what is going on, and this is not correct. An African language, not tied to any one ethnicity can be implemented. Why is mandarin being taught? ...
