There is a continuity error in this. In 2016 it was revealed that Kat gave birth in a convent and she was so out of it after the birth she didn't know she had given birth to twins.

supernova girl kats mum is obviously wrong on her part for dismissing it when kat said Harry was touching her but it is revealed that not long after kats mum did warn Harry of of doing anything like that again so she did stop it from happening again

The fact that just one of Kat's three other sisters knew about something as big as this shows how dysfunctional that family really is.
