Scramjet owner here. I started playing solo, so I get all my cars from the podium, but the scramjet is very very useful if your getting griefed. You don’t even need to fight back, you just drive down a big road and spam the boost no oppresser mk2 can keep up with it

Also that jump really comes in handy when you get in spots that are difficult to get out of. Also it shortens the time of your drive by making it super easy to jump over mountains, instead of u- turns or having to go on a different road, you can just jump and you'll end up where you need to be. The car is essentially a flying vigilante if you use it correctly.
They should make a Vigilante MkII, inspired by like the dark knight rises batwing, that has abilities like an EMP to take out oppressor mkIIs since they are the greatest villain to ever grace GTA

when testing which was faster fully upgraded, the scramjet had a 1.5 second head start, so it would've been closer to a tie. :/
