Quick look at a dell optiplex 3070 MT that I managed to get my hands on for a pretty good price.
Specs:
i5-9400
8gb 2666MHz

It seems that there is an NVMe slot on the motherboard, which surely could help if you need an NVMe drive to boot with.

You could've mentioned whether it has the 8pin connector for GPU. From your video seems there isn't one.. Shouldn't be expecting on in a 250W PSU anyway.

dell hates customization, i don't remember the last time they had any sort of included PCIe cable
best shot would be to try a dual SATA to PCIe connector

it just clicks out, press it in and the safety blank should come out and you can then put in your own card.
