幹部(Kanbu) is kind of hard to translate. Onna just means female. Kanbu is anyone in the center of the group, but not the leader of the group. There is different name for leaders depend on the type of group. Basically anyone who is in a high ranked position of a group. Groups ranging from mafia/yakuza, corporations, to school councils can all have "Kanbu". I don't think there is a close translation in formal English, probably why Calli goes for a more specific role. There is "higher-ups" in colloquial English but no one calls themselves that formally.
