Try to Mix up your prisoners with some non Gang members. And give them opportunitys to work to earn Money. When they use stuff thats placed in Gang-territory, they pay for the use of it. With the earned money the gangs will Order weapons, Drugs and so on in the Prison to use against other gangs. U can Switch mutators on and off mid game as you want. You can try for one season to only get low sec prisoners, and use the tranfer system to let them self organize in sec.classes. they will gain traits as they stay in your prison and will switch up and down the sec.classes depending on their behaviour and priviliges they may ger or lose. I’m pretty sure when you are creating a new prison there is an option called events. You need to turn that off
