It's not an alien Octoling, it's a Sanitized Octoling. We didn't meet her before but she's a character from the Octo Expansion named D3df1sh. She's the one who composed the music that plays in the levels of the Octo Expansion in the lore. Though I guess they changed her name to Acht to fit better with the japanese name Ahato Mizuta (Acht and Ahato both refer to the number 8)

Yes Bowser was actually playable in TTYD... kinda he was more of a B-Story that essentially worked the same way as peach does in the first 2 games having little side plots during Mario's adventure
