I would investigate the finances of all the workers of the homeless industrial complex receiving government money to see who is driving $200k cars and staying in five star resorts with a $65K a year salary. I would also propose the executives of these organization can not be paid more than say $120K per year. If they say they cannot find that kind of talent with that salary just look at the talent that is working for them now who can't even keep track of the money. It's like trying to plug holes in a boat with a thousand leaks and that is just for one person. The state needs to start small, then scale up. Yes, it could take years. But if we want it done right, make it manageable, trackable. There are experts around the country. One doctor in NY, discovered that putting people in stable housing FIRST, then treating the problems works with reliable success. Why reinvent the wheel.

That money went to the homeless industry, not the homeless.
They overstated the property values of the tents and shopping carts. We need to enforce this.
Homelessness is the problem, but we do not need corruption from governmental agencies to add to the problems. It is the housing issue and people are being pushed out into the street. We need a federal program if states cannot do the job. Meanwhile we should not criminalize being homelessness. it is not a solution. It only punishes those caught in the trap.
Spent 5 billion a year with little results and calls it disappointing. Sounds like fraud to me.

When they allocate the homeless funds to developers who then build luxury apartments that remain empty this is what you get
They should run an audit to find out what percentage of homeless in California became homeless in a different state and came, or were sent to California.

Perhaps the state and federal government should stop spending money on these programs. It wouldn't decrease homelessness, but neither has $34 billion dollars.
