There were many ppl IRL, that would have done an excellent job at something, but unfortunately due to many circunstances and bc humans are not clairvoyant, they just could not made it. Rewatching this scene, I noticed the subtext and foreshadowing, like how they call Erwin a demon repeatedly and Eren talks about his hatred as motivation. Due to this, personally I think even if Erwin would have been chosen, the events would have gone either bad or stagnant. Bellow the surface of the choice between saving Erwin or Armin, I see it as the decision of saving the hero or another devil.

But evening arm in died and arm in alive, eren will still proceed the rumbling and even worse because his hate towards scouts and Marley for killing/let arm in died. In this case probably eren wouldn't give them freedom to stop him. He will did totally destruction to the world. The reason eren give them freedom is because arm in still alive
