I live in small town just south of Rotterdam and have seen this happening many times.
Personally I think it's pretty normal that you make way for an emergency vehicle.
They're not trying to make a good time to deliver lunch or pizza or groceries on time, they are on their way to save lives! And next time it may be yours. So yeah..... I don't get some people getting agressive towards them (wich unfortunately also happens, and increasingly so ☹)
I've done this a few times when I was in the London Ambulance Service. We called it a SCABU run (Special Care Baby UNIT). A stretcher is adapted to carry an incubator and there is a full medical team on board. You have to bear in mind that the bay is unsecured in the incubator, but I only once had a police escort.

The Durch police is normaly very friendly! So when they are sometimes very strickt, one knows that there are lives at stake! And everyone that is on the road follows the directions of the police exactly, because ik could be the case that one of your family members is the victem .
You didn't see any switching because the police were already there.
They knew this was coming so they took a bunch of police officers and blocked the whole route from the highway to the hospital.
