is the Maelstrom a different person every time?
Same guy, different outfit. Part of the initial playthrough is trying to track down his identity, but if you know his spawns and routes you can sequence break and kill him easily. It's why Diane sounds surprised every time.

That itself leads to another accident kill, where you literally kill two with one stone, or rather a boat. Wait by the beach where they will meet, then shoot down a boat on their heads.
