This worked for me. Changed some bios settings and all of a sudden, blue screen repeatedly. Couldnt even get into safe mode. Tried system restore twice on two dates, didnt work. But find this video and it WORKED!

TIP DO NOT IGNORE) this is time consuming and may take hours please be patient only use this when you tried everything the nothing works reset this PC -delete everything you can't recover your old account then reinstall windows it works for me!
All these steps didnt work for me. Later figured out the C drive was not being detected(nvme). Opened the laptop and refitted the nvme and all Good, Booted normally🎉
