There is something you can do if you want to use paint.net to make the sprites. First you make them in pdn and then you copy them over to something else like gimp.

there is no easy way to make 3air mods on android, except for simple palette swapping and script mods. get an old laptop preferably a cheap one with windows 7 on it, get something like GraphicsGale on it or aseprite if you're willing to pay $15 for it/compile it which is really hard to do but free. i use aseprite myself. i think you could also get a cheap raspberry pi and an sd card and do it on there

extend the palette file width by at least 2 pixels, the max width of the palette file is 32. the 16th color (which should be right after the last grey color) acts as transparency like the very very first color (the pure black one).

the reason mspaint and Paint.NET aren't recommended is due to them adding noise to BMP files
can you just take the noise out?
