It seems you're conflating two separate issues.
1. Cis-gendered men have an overwhelming amount of control over a majority (just slightly, but still majority) female country.
2. People that identify as trans-gender men may or may not be accepted how they express themselves by the ruling cis-gender male class.
Both can be true.
(Cis-gendered is the term for humans born with a penis and identify as male. Like you, Allen, Jesse, and I do. Trans-gender men are those born without a penis and identify as male).
