Abbott is part of the problem he has not demanded grid improvements. Running all that power through unprotected elevated lines is silly to the extreme. We go through this time after time and it never gets any better they hustle in thousands of workers at a huge cost plus the cost in lost productivity in businesses how much does that cost? What is their excuse we keep taxes low and are pro business. But what does it cost us the public each time we have a Hurricane, tornado, freezing conditions, flooding? This display of anger because of unfixed electrical grid in a timely manner is all political bluster to put the blame on someone else other then themselves. We need preventive measures from these catastrophes not angry rhetoric about the aftermath of our stupidity.
There are so many power lines that are surrounded by vegetation in the Houston area. This is due to years of deferred maintenance. They should be held accountable.
They need to call a meeting with the best power companies across the US to discuss emergency and upkeep processes. If they haven't figured it out on their own, they need guidance. PECO here in the Philadelphia region is good at what they do, electric and gas, delivery and generation. PECO also helps other areas in emergency situations. They sent trucks and crews south for Katrina specifically as well as other storms. I wouldn't ask any California companies because they keep burning down their forests due to lack of maintenance.
CenterPoint should be responsible for covering all direct and indirect costs incurred by Houstonians who lost power during Beryl, including expenses for spoiled food, hotel accommodations, and restaurant bills.

So your point is moot at best. 1,000 dollar generator is a hard ask for a lot of people and an unreasonable ask for people in a lot of situations. Imagine one apartment complex having to store a generator per apartment and then the catastrophic event in using them😅 . …….. I would be intrigued to see a link to a 1,000 dollar generator that every center point customer can purchase in stock, made by a reputable company and built in a matter that would be efficient worthy of investment.
