What vacuum pump is best for your laminating machine?

The vacuum pump I’m currently using gets to about 96.5-97 kPA, but I still get pretty decent sized bubbles after lamination before autoclave. Would this be an issue with the vacuum pump?

Can you tell me what mean 1L, 2L or 4L vacuum pump? I need 2L but i cant find it on specification. What value i must check? Thanks!
