I'm surprise you didn't mention that Dracula's castle contains the spirit of chaos and after the events of 1999, Dracula reincarnates as a good guy known as Soma Cruz. Granted, he regains his hatred of humans and memories of being a vampire in the bad endings, but none of those endings are canon.
Wily and Cortex have their issues yes, but as for Eggman, I like to think of it how the Archie Sonic comics showed: Sonic has absorbed the Chaos Energy so much over time that he became an unpredictable wild card. Or as Eggman put it: Chaos is the Constant. It's now a challenge for him to try to make a plan that can bypass this wildcard element that he usually can't predict. Came pretty close a few times, such as the intro to Sonic Unleashed (I mean, taking the powers away from Super Sonic while not being the guardian of the emeralds has to give you some points, right?)
Okay, so, MegaMan is a super-powered android with an advanced weapon system that can replicate weaponry from his defeated enemies, and Sonic is able to break the sound barrier at the drop of a hat. What's Bowser's excuse?
Basically 10 recurring villains. Although I think it was the late great dorkly website that pointed out that Bowser is in fact a very successful villain. How many times has Mario died? How many lives have you burned through in these games? And how many times has Mario killed Bowser? if you’re like most people your ratio is not looking too good
Kaos from skylanders is another example. He tries to conquer skylands many times, an example being that he teamed up with the doom raiders only for them to banish him because of his incompetency and then he teams up with the skylanders, only to betray them after they dealt with the doom raiders. He just dosen't know when to quit or to reform himself, but you can say that his mother Kaosandra put him on his path, but Kaos is still a bit of a tryhard

One more that could be added is Arfoire from the Neptunia series. She comes back to fight the Main characters multiple times in the first game! She keeps coming back after that in the rest of the series and it just never works.
(Before watching) Is Kaos from Skylanders on this list? He's a perfect choice for a list like this! To say Kaos doesn't know when to quit would be an understatement!

Besides, the Skylanders community is still strongly flourishing, and as a matter of fact there has been a massive resurgence of the Skylanders community in recent years, so a lot more people do care than you may think.
Robotnik did win one time, getting the prize he wanted, but it turned out to be a prototype extreme gear, and Robotnik could already make much better extreme gear.
Now I have a mental image of a shrieking letter opener sized Soul Edge, freaking out because Soul Calibur found it again. Once we get to the end of the Remake, Sephiroth should be added to the list. Once you dip into alternate timelines, manipulate fate, you definitely don't know when to quit. At this point SMB needs a new antagonist, let Bowser be a for-a-time good guy. Give us an asymmetric co-op game where the they have to aid each other traversing the levels. Mainly for the humor of Mario being yeeted over a chasm by Bowser.

um...Robotnik's 1st name is pronounced eye-voh not eee-voh....and Ganondorf/Ganon is a reincarnation of Demise, who literally began a curse that forces the constant reincarnation cycle of the hero (Link ), the goddess Hylia ( Zelda ) and himself ( Ganondorf and possibly Vaati...that aspect hasn't been explained yet actually ). Though it's always the same Ganondorf/Ganon, he's defeated by multiple incarnations of Link & Zelda also Kaos from the Skylanders series deserves a mention
Sorry guys, but Dracula shoulda been #1. Forget Castlevania, he had his own series that spanned TEN games. As well as appearances in many, many more, generally as an antagonist or boss fight. Oh yeah, and he got his backside handed to him by Donald Duck once. Yep. Dracula lost a fight to a duck armed with a plunger. If that doesn't justify him topping the list, I don't know what does.
