Hi. If you want your flare skirt to be longer than your knee length, use a fabric that's at least 60" (150cm) wide otherwise, you'll have to join some fabric around the hem.
NB: A circle skirt is also a flare skirt.

All things equal, your hem should balance unless you have a huge behind. In that case, you can make the back length longer than the front length.
