The Sinister banish effect you are reading is the errata'd version of the card. The Goat format uses its un-errata'd effect.

@@TheRookYGO Technically you can, but as soon as prema equips to reaper, it's destroyed due to reapers effect. You can use it to trigger last will or torrential tribute, or anything really that one thinks of as a combo for whatever reason.
