When a monster is in that "Clagger" (Clawable Stagger) state, it's a sign to hit it with the clutch claw. Hitting it with the claw then refreshes it's stagger timer because the game is allowing you enough time to get a tenderize attack in. Some weapons' tenderize attacks are quite long (looking at you, charge blade) so the stagger timer is quite long in turn. Hopping off the monster is done to maximize dps since the tenderize attacks usually arent as powerful. It's always best practice to claw a monster you see in this state - it offers a chance for a guaranteed tenderize attack, an opportunity to claw attack + flinch shot, or can be used just to reset the stagger timer for a bit of extra dps.
