I don't know if this has occurred to anybody, but perhaps they're just fanning the rumours for publicity? They might have been pressured by their publicists and the creators of Baywatch to not properly answer the question of whether or not they're dating. They both could have easily just denied the rumours whether they were true or not but they're just being ambiguous which makes it seem like they're doing it on purpose to get people talking about their chemistry and how hot they both are, ultimately making us all want to watch the movie.
