I use foil tape lengthwise and run the heat tape in a straight line along the underside of the pipe.

Is it more important to put heat tape on the hot or cold line?

If the water is not running it doesn’t.

electrical tape on the pex? you might want to check with the pex manufacturer about that, something about the adhesive leaching into the pex.
