Yeah, it was composed - oh about 40 - 50 years ago - by an Irish singer/songwriter named Pete St. John. It refers to a catastrophic potato blight (and subsequent famine) which occurred in Ireland during the 1840s. It lasted about 4 or 5 years and resulted in the death or emigration of more than half the population.
