From different stand point this tank actually gets you ready for the tier 9,10 tanks plus it makes credits and exp. So yes it's a buy if you're going down the medium branch.

if you want to train ur crew in any nation heres a tip you got a progetto right? grind some creds thenbuy crew books the 250k exp one its quicker than to buy a nation specific prem :)

Yes, Progetto is better. But I'm not sure about Skoda T40 being better (at its tier) than T27.
That could be because I'm training different crews on them. But the one in the T40 is better. So...
