I'd say that DC is overly friendly for most normal working people but there are lot of wealthy power hungry people that are not super nice. Crime tends isolated to people that know each other i.e gangs. Don't leave stuff in your car and consider sending packages to a lock box and you'll be fine
Move to northwest DC as is safer then the other quadrants. The metro does connect to the suburbs like Bethesda or Arlington if you are considering the whole metropolitan area

I live in Philly right now and I am highly considering moving to northern Virginia is it worth it how is the crime is there a good job market because the rent looks pricey
If you want to work with or for the government, nova will be good for you. The most dangerous areas are Springfield/Alexandria and west part of fall church but even then, they're not super dangerous but just old buildings. As a native of nova, I recommend not coming here because it's really expensive and the people can be pessimistic at best. In comparison, nova rent is as expensive than Seattle WA and Buckley CA

Moving there from nova. It's much cheaper and fancier then any apartments in Arlington

I have to say this DC Metro Rail is great. It's a little expensive.
