Ridiculous. If the chief of police doesn’t know the law then that town is screwed. We don’t have to show ID just because he got a call for service. He needs to have reasonable articulable suspicion that a crime is being committed, has been committed, or is about to be committed. If he doesn’t have any of that then he can kick rocks.
The sheer # of random anecdotal made up BS instances these guys just created just to ID this guy trying to jump a car battery is mind boggling.

The truth is that the cops couldn't care less about the car, or the store, or the crime, or anything else. Everything is nothing but a pretext to checking the ID for warrants, which is one and the only goal, and they have no problem to spend hours involving several officers with all their equipment to achieve this by putting out any amount of lies. Your tax dollars at work. Your one and only response should be "no comment, officer" - no explanations of what you are doing.

The most serious offense the police made in the 2nd video was to threaten to arrest the suspect for obstruction for his free speach and questions, this guy should resign from law enforcement, his ignorance is a liability
The cop flagrantly violates his rights. He just doesn't like the look of him. Clear violation. If cops can tell anyone to ID at any time, the 4th amendment is worthless. There has to be repercussions to cops that violate the rights of people .
Do ever try to explain what you are doing to a cop. They will always try to twist your words. See how quick that cop twisted "bypass security system"? Just short of saying "you're trying to steal that car". Then when the man says he has the keys, it still isn't enough. Don't tell them anything. It's not on you to prove you're not doing anything, it's on the cop to prove you are committing a crime. No matter what you tell them, they are not going to be satisfied. If they "don't know" then they have no RAS or probable cause.
Let me get this cop sees two vehicles with hoods up and jumper cables attached and wants to know what is happening tells you all you need to know. Jumping a car while black is the suspicion. If this guy was trying to steal this truck maybe he would have picked a vehicle that doesn’t have to be jumped. For a cop to say “I swear” is ridiculous. We all know that cops never lie. BS

You tell him the only way you get my ID is if you threaten me with arrest then I will give you my ID. If he says them words and you give him your ID, you could sue him over fourth amendment violations.
The young cop first asked him a stupid question about what he was doing and then he realized that he was working on the car, but then the cop got dumb founded about the whole situation. The officer at 8:12 was trying to explain why a person can be identified if they are cited for an infraction, but that example has nothing to do with a guy just fixing a car.
Sure, a criminal can say he was fixing a car -- but was really just stealing it. But the officer needs a specific reason to believe THIS man was trying to steal the car before he can ID him.
The officers need to investigate first and have specific evidence that a specific crime is being committed by that specific person before requiring ID (and ID'ing someone is not investigating).
And no -- being behind a closed building looking like you are fixing a car is NOT enough specific evidence of an individualized crime to be able to ID.
