It sucks, but it's as simple as he apparently didn't have comprehensive insurance ('full coverage'). If he only had liability insurance, which lots of us in the comments probably do, he opted out of coverage for things like theft.

Either way insurance wouldn't cover it since it wasn't an act of negligence it was purposeful even though it wasnt the old man driving. he would have to sue the person that flead in his car to get anything. It's part of pretty much all insurance companies policies.
If you do a little digging on the subject that subject is far worse than you may think. Home owners insurance doesnt cover damage police inflict on your house even though you are an innocent party. For example, and this is an actual case, a fleeing felon barricaded himself in an unoccupied home. In their efforts to capture the felon the police virtually destroyed the home. Both insurance refused to pay as did the city. The courts upheld the refusal. So I imagine the same happens when a thief steals a car and it is damaged or destroyed.

First case is infuriating that the officer's actions are even being questioned. In the moment, a suspect that had just put countless lives at risk and destroyed property was escaping justice. Caused by his own doing, justice rolled over his leg and stopped him. Sad to see a young life wasted but that's not the officer's fault.

To a police officer that sees you crawl out of a wrecked stolen vehicle, you are a suspect and will be treated as such.
