@@hazel1605 So the black uniform itself is called No.1 Dress, and is worn by Senior NCOs, Officers and members of the Band and Corps of Drums, but officers don't usually wear it. SDMaj Chambers is wearing a the 'ceremonial' version of the uniform, which means he's got a maroon sash and a buff belt (+ a pinned white-laced sword which is worn by Drum Majors, Master Tailors and Drill Sergeants; gold-lace is worn by Regimental Quartermaster Sergeants, Band Sergeant Majors, Bandmasters and Regimental Sergeant Majors and any WO1). This variation of No.1 Dress is usually worn during inspections by inspecting senior NCOs. So in this case by the looks of it SDMaj Chambers looks to be the inspecting official present.
It always pissed me off when the bandsmen did a tour (min 30 days and musical not streets) of N.Ireland, so that that they they all "earned" a GSM to wear on parades. To be fair, in this clip, their drill was of a pretty good standard!

Yes that's WO2 (SDMaj) Chambers, Senior Drum Major Household Division, in the red sash and sword.
