We can’t determine that because of the perspective of the video. It looks like the plane isn’t moving at all because the video was taken from a point on the plane’s path. If it was taken from a point on the heli’s path, it would look like the heli wasn’t moving and the plane hit the heli.

PAT45 (the Blackhawk) had previously confirmed that it had the airliner in sight and ATC instructed PAT45 to pass behind the CRJ when crossing the path of planes landing on that runway. Unfortunately PAT45 flew straight into the plane. The most likely explanation is that it misidentified another plane taking off as the CRJ, and with attention focused to the plane on its right, didn't notice the CRJ coming from the left.

It has both a TRACON (terminal radar approach control) and a tower. The TRACON folks are in a dark room with radar screens, they control incoming and outgoing traffic a few miles from the runway. Once traffic is within a certain distance of the field, they switch to tower which clears them to land.
Pretty common. Military pilots will often use channels while civilian pilots use VHF frequencies. They're both communicating with the same Controller. While flying i'll often hear a Controller issue instructions to a military aircraft but I cannot hear their reply because they're broadcasting on UHF channels.
