That's not called Overscan, Arin. Overscan just refers to the portion of a CRT normally covered by the TV's bezel. The glitching is just the game devs using that area of the screen for managing assets with the expectation of the TV's bezel covering it up. Emulators let you emulate the effect of a portion of the screen being blocked by a bezel, and often name the setting Overscan or similar.
Patiently waiting for them to play the Nightmare on Elm Street NES game to complete the LJN 80's horror trifecta. I also cannot get over how Arin says "rainbowz" (25:17), had me in stitches.

So the developer of this game for LJN was Rare. They leaned heavy into their roots with the obtuse and cryptic platformer game design that was fanciful in the UK back in those days. I couldn't make heads or tails of it as a kid, I rented it maybe a couple times and gave up on it pretty quick.

This game was published by LJN but made by Rare, which is surprising, because Rare mostly made very enjoyable games on NES.
That's also why the music goes so hard. David Wise (best known for Donkey Kong Country's music) did the music for this game while working for Rare.
