I just tested it with a dog that spawned with an owner near the bridge on the beach side of Old Bullworth Vale (IIRC dogs with owners are the only dogs that do not attack Jimmy on sight). It works on them too.
I'm making my friend play this for the very first time, so it's a cool perspective to see someone experience it for the first fime, and this will make a perfect addition to the experience. Thanks for sharing your knowledge!
I remember a video from a long time ago mentioning this mechanic. I believe this isn't the only errand where you search for a dog and return it to the owner, meaning there's more times you're able to do this.
I noticed today that after completing Weed Killer, I was returning to the classroom building's east rear door (near the English classroom) when I noticed Algernon leaning against the brick wall next to the sidewalk. He was smoking a cigarette. I shit ye not.

From i know that i read in old bully forum is that originally rockstar planning to make a dog not just chasing after you but they can also be fed with some treats and you can also play fetch and even compliment dog. The audio file of this actually still in the final game.

I think you once said on an ice berg, that one of the characters was meant to own a dog. It seems Rockstar wanted to add more to it, such as making you play with the dog, so it doesn't feel lackluster.

Man I am holding to say the "We found *insert random information* before GTA 6" but the fact it amazes me still the fact that we found a hidden detail about Bully's hidden detail that we can play fetch with the dog.
This might be a leftover of an unused mechanic that gives you the option to befriend dogs in the game
