I'm unsure of Sonic.EXE's original author was ever aware of this or was intending to reference it without calling directly to the game it's from, or really did just intend for a similar-sounding laugh entirely unaware that there actually was one exactly like that in Sonic's history, but it's interesting nonetheless. I reccomend looking up the sound effect, it is kind of chilling and would suit the bloody-eyed shapeshifting hedgehog quite well.
There's another such laugh used in Dr. Robotnik's Mean Bean Machine if you lose on the final stage, which is also used on the game over screen when the countdown hits 0.
