Question to arena players is there a bug in the game that allows blue players to cast spells when they don’t have the mana for it I’ve played like 5 games in the last week where my opponent had 4 mana cast haughty jinn that costs 3 then on my turn cast negate that costs 2 which is more than 1 that they have left am I missing something/dumb or is the game and blue just awful

Have you tried reading djinn? Like I don't want to be mean but reading the card does often explain what is going on in the game. In this case it's making your opponent negate cost 1 less
