He is probably talking about air compression in the oral cavity. You can blow a lot but a closed throat and wrong lip, jaw and tongue position can make all that blowing irrelevant. If you have an open throat and a good channel from the tongue to the lips that compresses the air inside the front of your mouth, like a thumb on a garden hose, the pitch will go up without much effort. Achieving this position is another story, of course ;)
