All, all selected & all except is just like their own filters. If u choose all except with a specified column then the totalsale will shows for only that column one come to row label. If any other column in row label the ot shows label wise sales
In general, I believe, they are just filters that controls or limits user filters or external filters such as Slicers and Timeline.

Not at all. ALLSELECTED works in the connected of Filters. ALL & ALLSELECTED both are different DAX functions too.
sorry but may i ask why would we use allselected/allexcept if we're going to have slicers? isnt the main point of slicer to affect the numbers
Ideally, there is a substantial difference between slicers & Filters. However, we ALLSELECTED & ALLEXCEPT are DAX Functions which we do use for specific calculations in Power BI.

ALLSELECTED([ | [, [, [,…]]]] )

Easier to do this in EXCEL Pivot. What you need to do is provide WHY you need to do this in Power BI, not just show HOW to do it.
