When we are sending outbound file whose public key is used for encryption? Is it like partner public key or else our public key used? How the receiver party will decrypt it using whose key ? How sign in certificate works like using our private key it is signed right? Please reply
Typically you are encrypting data using your private key and supplying the receiver of your data the certificate so they can decrypt the data you sent. The signing certificate can be different from the encrypting certificate.
Most times the VAN requirement is because the EDI trading partner only wants you using a certain VAN. Nothing stops companies from setting up the infrastructure to be a VAN.

How do you feel about SFTP connections ?
I put SFTP in the same box as AS2. Both require certificates that need to be maintained and updated
