For me beer and wine are the choice for like a big consumption, vodka, whisky and gin are just for small doses after a lunch or a hard day of working, 50ml are enough for that
Has he done a report on drinking in the UK? If not, he should. It may not be as bad as in Russia, but from what I've seen it's a real problem in England and other parts of the UK.

People in the U.K. drink more socially. You very rarely see a person in the streets drinking out of a bottle. Also Beer and lager are preferred rather than spirits.

Vodka is too important as a source of revenue for the Russian government and for keeping the Russian masses docile for them to consider doing anything substantial about the problem.
It’s far too cheap. I’m commenting in 2024 and a bottle of Vodka is cheaper than Pepsi/ coke etc. it’s also found on the soft drink shelf. The average Russian hasn’t got a chance.
The USSR tried this in the 1980s during Gorbachev's rule. People just made black market "vodka" at home from sugar. Taxes NEVER help, only proper parenting.

Here in SWE we more or less packed in our military system in the late 90s and ahead. Nooot a very wise thing to do with such a horrific neighbour. Now, a member of NATO as we are, we are heading towards a military capacity at a level that we at least don't need to be embarrassed for - but this takes time, and we've lost above all competence.
