Well it won't pump the water out and you'd need to program the machine to agitate like a top loader in order for it to be effective. Also front loader bearings aren't designed to be submersed all the time. But it would be fun though!
There are machines sold with tilted drums. Niche and not common these days. The idea is reduce depth while not reducing much size of the drum. I don't know whether wash quality is affected by tilted drum?
the only downside i have experienced is when it's doing the initial load saturation without the jet, the front and centre of the load doesn't really get wet until the jet comes on (which on my zanussi IZ161W is just before it starts heating and sometimes while heating, cycle and load dependent). on horizontal axis machines load saturation is much quicker.

apparently it puts more stress on the bearings. couldn't tell you for certain though as my IZ is 19½ years old and its bearings are still fine overall. although the bearing seal is totally dead, the bearings themselves are still smooth and quiet even at 1600rpm.
I honestly can't believe this machine has managed to last three months full of stress tests so far and it's still fully working. Whirlpools are tough machines 💪

as someone who owns a machine with a tilted drum i can tell you the wash performance is still great.
