Yes, in the current Stormlight books, it has been made clear that you can't get investiture off Roshar. The reason so many people from other planets are making their way to Roshar is because it is the easiest place to get investiture. Spren are linked to Rosharan investiture. They can not leave the Roshar cognitive realm area. This has also been stated in the Words of Brandon.
