Most of Vista's sounds have never been removed. I'm pretty sure it's to maintain backwards compatibility with programs that use those sounds in their events. Honestly, I feel Microsoft should just make duplicates of the sounds using the Vista filenames so that those programs play the modern sounds.
*Quick tip: The new Windows 11 sounds depend on whether you choose dark/light mode. Enabling dark mode seems to add some reverb to the sounds alongside softening the sound, the video here has the light mode sound equivalent. Yeah, I seriously don't get why they haven't changed every single sound. If they could do it back when Vista was released why couldn't the do it now, like 15 years later? They're nice but they feel so outdated now and don't suit the new look and feel of Win 11

I have the windows 11 preview installed and i absolutely love it. All of the sounds are perfect and are really easy on the ears honestly. They did a great job with them
Every time i change the volume on Win 10 i have to brace myself for the "everyone within 5000 meters is going hear this, sound." Glad they changed the sounds to be more subtle. And not like my pc is pissed.
This makes me feel like we're in the age of where flying cars are the norm, and you see holographic screens no matter where you go. Like futuristic stuff. It just gave that vibe

Microsoft has a huge thing for compatibility with legacy software, so I imagine they do this so if a Windows 95/98 era application tries to use these sounds, they should be able to with no worries, with the bonus of now sounding more in the 21st century

Win 10 always gave me a panic attack when I pressed something wrong or changed the volume on the notification panel(dk what its called lol). Win 11 just gives a gentle reminder and that made me not regret updating lol.
I think Windows 11 is purposefully leaked because it looked more complete than actual dev build, like Windows 8 dev build still has Windows 7 button for the most part, and they hided some features with Redpill as well.
Some of the sounds of Win11 are from old Windows like Win Vista, 7, 8 and sounds from Win10 ( Win10 isnt old) And you forgot the startup sound, it has one

I don't understand how people think that a majority of these sounds are brand new to the leaked build. Look, the only sounds that are important are foreground, background, hardware sounds (in/out/fail), the notification sounds and the UAC. These sounds change with every new version of windows. everything else has been in the OS for years at this point. these "remixed" sounds are present in versions starting from vista, as well as the proximity sounds from 8. you can locate these sounds in C:\Windows\Media i get that not everyone is a tech-savvy person, but it really hard to miss these sounds since they show up in the sounds control panel applet.

Both Light mode and Dark mode sounds are different, if you know the difference: Light mode has clean listening to the sounds, while Dark mode has echoes.
