Nah mate. This looks like some sorta hack job. The only way this should be done is with hemp thread soaked in whale oil. I should know I've had 17 years as an oompa loompa smoking opium in a Ugandan barber shop.
That's for a different kind of tap body with a packing gland area built into the bonnet. They still use that type for big high-pressure taps (usually Gate Valves), but I haven't seen that style used on a simple garden tap like this one for about 40 years. www.valtekvalves.com/img/products/gate-valves.jpg Also, we're a bit short of whales around here. 😏

Best investment made for me was a tap reseating tool, completely stopped the leak in our kitchen hot water tap.
A good quality tap reseating tool used carefully can make a big improvement. A poor quality one can quickly make things a LOT worse! 😧
