I have an 04 forester xt and I'm on my 3rd turbo (255K miles on engine). It sounds like the seals/journal bearings in the center housing are going bad. When my turbo went out it had no power. I could barely keep up with traffic on the highway. The bearings became so loose that the impeller wheel jammed against the housing and blocked the exhaust flow. You can take the intake or exhaust off and see if the impeller shaft has play in it. It should have no obvious side play and minimal thrust (can't remember the stock turbo tolerances). If you pull the cold side housing and see copious amounts of oil then this will tell you the seals are bad. There should be very little oil in the intake tract. Another point of concern is if you are seeing oil seeping out of the coupler it means you have a boost leak too. This will contribute to the turbo working much harder to supply you target boost pressures and can result in early turbo failure. I bought a new stock turbo from autozone with a 3yr warranty for approximately $500 ish. I'm not a turbo expert by any means but I built the turbo systems for both my vintage VWs so I have a working understanding of them. Hope this helps.
